Foreign military attachés visit Prey Chan border village as Cambodia alleges Thai ceasefire breaches

Foreign military attachés from 12 countries toured Prey Chan village on March 4 as Cambodia’s defence ministry alleged Thai forces had installed barbed wire and shipping containers in breach of ceasefire commitments. Thailand has said the barriers are temporary security measures on Thai territory.

PHNOM PENH, March 4, 2026 – Foreign military attachés accredited to Cambodia from 12 countries visited Prey Chan village in O’Beichoan commune, O’Chrov district, Banteay Meanchey province on Wednesday afternoon to inspect conditions in a contested border area, Cambodia’s defence ministry spokesperson said.

Lt. Gen. Maly Socheata, spokeswoman for the Ministry of National Defence, said the delegation observed what she described as the site of an attack, barbed-wire installations, and the “illegal placement” of shipping containers by the Thai military, and assessed implementation of the Cambodia–Thailand ceasefire.

The AKP report states the ceasefire took effect at 12:00 p.m. on Dec. 27, 2026. However, official Thai government releases describing the 3rd Special General Border Committee (GBC) outcome state the ceasefire took effect at 12:00 (local time) on Dec. 27, 2025, with ASEAN Observer Team (AOT) participation and an initial monitoring period referenced by Thailand’s foreign ministry.

Socheata said Cambodia has reiterated its commitment to implement the Dec. 27, 2025 GBC Joint Statement and the Oct. 26, 2025 peace declaration, aiming to restore “normalcy, peace, stability, and long-term security” along the border.

Thailand has publicly rejected Cambodian claims that Thailand’s barriers constitute unlawful encroachment. In a Feb. 19 response to remarks attributed to Cambodian Prime Minister Hun Manet, Thai army spokesman Maj. Gen. Winthai Suvaree said the areas in question are recognized by Thailand as Thai territory, and described containers and barbed wire as temporary security measures consistent with Thailand’s interpretation of the Dec. 27, 2025 arrangements.

Cambodia has previously brought foreign delegations to the same border localities, including a late-February site visit by diplomatic corps and UN agencies that AKP said observed shipping containers and barbed wire restricting return of displaced residents.
