Cambodia, UK Skills Partnership Sign Three-Year TVET MoU to Support Workforce Development

Agreement focuses on technical and vocational training, skills upgrading and workforce readiness as Cambodia seeks to strengthen human capital for emerging sectors.

PHNOM PENH, March 9, 2026 – Cambodia’s Ministry of Labour and Vocational Training has signed a three-year memorandum of understanding with the UK Skills Partnership to expand cooperation in technical and vocational education and training, in a move aimed at strengthening workforce readiness and supporting skills development for emerging sectors.

The agreement was signed in Phnom Penh on Monday by Labour Minister Heng Sour and Jonathan Ledger of the UK Skills Partnership, in the presence of British Ambassador Dominic Williams, according to Cambodian official reporting.

The memorandum establishes a framework for cooperation in technical and vocational education and training, skills development and labour-force preparedness. Cambodian and local media reports said the arrangement is intended to support exchanges of expertise, policy experience and innovation aimed at improving training quality and workforce skills.

The Cambodian labour ministry said the partnership is designed to help raise productivity and better align skills development with the needs of the private sector and the broader economy.

Speaking at the signing, Heng Sour said the agreement would help Cambodia strengthen links with UK expertise and skills-development programmes. Dominic Williams said education and workforce skills remain important to Cambodia’s longer-term development and productivity.

The two sides also discussed broader bilateral cooperation and reaffirmed support for continued collaboration in vocational training and skills development.

Cambodia has increasingly emphasised human-capital development and workforce upgrading as part of its broader economic transition.
